As part of the UNDP team, your focus will be to work with diverse stakeholders to find country-specific solutions that lead to sustainable development and reach those furthest behind first.Office/Unit/Project DescriptionThe UNDP has engaged with the State Government of Uttarakhand to provide technical support in several sectors for implementation of flagship Government programmes, externally aided projects and State schemes and programmes. Under this collaboration UNDP in Uttarakhand will also be supporting the Department of Skill Development and Employment in mobilization of high quality human resource within and implementation of capacity building training plan of existing and newly recruited professionals will lead to directly in achievement of the World Bank funded Uttarakhand Workforce Development Project (UKWDP) objectives of improving the quality and relevance of training at priority Industrial Training Institutes (ITIs) and of increasing the number of labor-market-relevant workers through short-term training in Uttarakhand.The UKWDP will contribute to these objectives by supporting Uttarakhand to strengthen the delivery of skills and training programs to produce higher-quality workers with relevant market skills and increase access. This state-level skills development project would also play a strategic role in the World Bank’s engagement in the skills agenda at the national level. An in-depth experience and lessons from Uttarakhand would inform the national-level engagement and could also provide a demonstration effect. There would be close linkages and synergies between the proposed project and the national-level engagements.UNDP will therefore support the Uttarakhand Workforce Development Project in the hiring of a team of professionals and provide capacity-building support through training, workshops, exposure visits and Knowledge Management along with documentation of best practices. The team of professionals will help the project in the implementation and monitoring of project activities while as UNDP team of experts will provide timely capacity-building training to strengthen the delivery of skills and training programs and to produce higher-quality workers with relevant market skills and increase access.In the context of the above, UNDP is looking to hire Finance Assistant to support the State Project Implementation Unit of UKWDP /Department of Skill Development and Employment in the implementation of the project. The incumbent will perform duties under the direct supervision of the UNDP State Head and State Project Implementation Unit of UKWDP /Department of Skill Development and Employment, Uttarakhand India.Duties And Responsibilities
  • Managing the funds provided for state-level activities under the project, including monitoring project accounts and costs.
  • Ensuring full knowledge and systematic application of the World Bank’s procedures and requirements for financial management.
  • Reporting to the Finance Controller/ Senior Finance officer of the state government deputed for the implementation of UKWDP
  • Acting as a support and reference person for all project-related financial management tasks.
  • Preparing annual estimates and budget for the project at state level.
  • Ensuring maintenance of project accounts as per standard procedures.
  • Preparing half yearly Interim Unaudited Financial Reports (IUFR) relevant for the component on short term training.
  • Reviewing and monitoring the financial management arrangements for the project.
  • Perform any other related task assigned by the Mission Director, UKSDM
  • Exposure in computerized accounting especially in Tally software.

  • Secondary education is required.
  • University degree in Accounting, Finance or a related discipline will be given due consideration but not a requirement.
Experience
  • Secondary education with Minimum of 05 years of experience. Proven ability to prepare necessary financial reports including budget preparation, maintaining books of accounts, statements of expenditure etc. i.e., Ability to establish recognized procedures to account for fund use.
  • Minimum two years of experience with a bachelor’s/university degree would be given due consideration
Skills
  • Significant working experience in Government or relevant multilateral institutions;
  • Sound knowledge of UNDP rules and regulations, policies, procedures and practices.
  • Experience in implementing large scale development or government programmes.
  • Good communication, interpersonal and presentation skills, with an ability to work in a multi-cultural environment.
  • Establish, build and sustain effective relationships, partnerships and alliances, advocate effectively and communicate sensitively.
  • Identifies problems and propose solutions.
  • Works as a team member.
