Applications are invited from eligible candidates for the position of Program Manager, on a temporary / contract basis, for the period of four years, extendable further if needed.

Objective:

OSAAT is an NGO involved in providing basic physical and digital infrastructure for rural Government schools in India. The core objective of this job role is to manage all activities of the OSAAT Masti project as a Program. This Program involves providing all needed physical and digital infrastructure and work on teaching and administrative improvements at KPS-GHPS at Masti village, Malur taluk, Kolar district. The candidate is expected to ensure that all objectives of the project are met and the project is completed on time within the available budget.

Job description:

The candidate is expected to manage all activities of the OSAAT Masti project. This includes:

• Interfacing with Engineering team for all engineering related activities

• Interfacing with Lead-Govt-Interface for all communication with the Government

• Interfacing with School authorities, SDMC, BEO, MLA, etc.

• Interfacing with the OSAAT executive team and donor for status update, approvals, etc.

• Interface with Partners: Based on the OSAAT objectives for the project, identify and finalize partner organizations to fulfil the objectives and work with these partners for their responsibilities and deliverables.

Responsibilities

Engineering related:

• Work with the Engineering team to understand the project schedule and milestones.

• Specifically, review and finalize the “additional items” mentioned in the proposal (Activity platform, Stage, Play area, Solar, water, RWH, video surveillance, Parking area, Upgrade to current facilities, Sports facilities, etc.)

• Communicate project schedule related information with OSAAT executive team and donor.

• Frequent site visits along with the Engineering team to check status.

Government Interface related:

• Work with Lead-Govt-Interface on the MOU with the government. Understand all aspects of the MOU.

• From this MOU, detail out all activities (who will do and timelines) of OSAAT responsibilities, track these activities.

• Detail out the responsibilities of the Government and follow-up with the specific officials within the Government through Lead-Govt-Interface for execution of these responsibilities.

• Ensure periodic meetings of the School Administrative council, to review all activities of the projects, minute these meetings and follow-up on the action items.

School interface related:

• Follow-up with the school HM and SDMC regarding all their responsibilities.

• Monitor, track and support implementation of ODiSI program with stated goals and active teacher, student participation

• Facilitate and support volunteer participation events at school

• Beyond OSAAT ODISI program, finalize all activities regarding digital infrastructure development.

• Identify and finalize external and internal organizations to work on these, track all activities.

• Follow-up on Bhumi Puja, Invitation, poster, etc.

• Follow-up on BaLa, name board, plaques, furniture, design of classrooms, lab, library, etc.

Holistic development related:

• Understand the plans for the teacher/training program, Interact with the Partner identified for the program and monitor the program

• Understand the plans for the Hygiene training program which encompasses Change management training, interact with the partner identified for the program and monitor the program

Prepare a maintenance plan for the school buildings, kitchen, toilets and general area including landscape area, identify an outsourced partner for managing it, prepare process document plan, guide and monitor the maintenance

Donor and OSAAT Executive team related:

• Manage presentations regarding all aspects of the projects - plans, status, issues, etc.

• Follow-up on donor payments

• Conduct periodic meetings with OSAAT executive team and donor.

Partners:

• Identify partners, finalize partner MOUs

• Track all partner activities to match the project schedule

• Some of the possible partners are: agency to provide digital infra, agency to provide additional teachers, agency to do teacher trainings, agency for school maintenance, etc.

Others

• Press interface.

Qualifications

A degree in any discipline, degree in Social Work or Education field preferred. PMI certification will be an added advantage

• At least 15 years of experience in managing projects or programs in corporates or NGOs

• Experience of working in social sector with experience on managing projects and partnerships.

• Construction industry experience will be an added advantage

• Should be able to work from home full time (at least 40 hours per week)

• Job location is Bangalore / Kolar. Should be ready to travel to project location frequently. Candidates from outside Bangalore but close to the project location (Kolar district) will also be considered.

Should be well versed with computer and internet usage, MS Office usage (preparation of documents and presentation), e-mails and social media; need to be well versed in generating letters / memos / reports / presentations / meeting minutes (especially in .doc, .xls and .pptx formats)

• Good written and oral communication skills in English and Kannada is a must. Should be aware etiquettes for internal and external communication.

• Must be able to synthesize information and present in verbal / document form to all interfaces as explained above.

• Past experience in the Education field is an advantage; should have sound understanding of policies, schemes, initiatives, innovations in education sector in India.

• Should be a self-starter and detail oriented.
