Job Description Summary Execution of installation works related to Piping (all types) , compliance with time schedule and to satisfactory quality. Coordination with the Construction Manager/other discipline Construction Managers/Lead Supervisors/ Supervisors on all issues related to the scope of the Piping works and interfaces with other works.
Implementation within the discipline’s scope of work GE’s EHS policy and site specific EHS plans and provide co-workers with information about hazards, risks and risk mitigation measures applicable to the site.
Ensuring within the scope of the discipline works that subcontractors are in compliance with the EHS requirements at the site.
Liaison with the Site Technical Office (STO) and the respective engineering groups acting as interface between site installation team and engineering for the adequate and timely resolution of TQs, NCRs & FSIsJob Description

Operational

  • Execution of installation works related to Piping, which are to be compliant with the time schedule and completed to satisfactory quality.
  • Job preparation and pre-checks to ensure all materials are available and all required tools and equipment are available for both subcontracted and self-performance installation works.
  • Coordination of access to all areas within the scope of the discipline works by subcontractors and others.
  • Communicate directly with superiors and Engineering to resolve and/or clarify any technical issues.
  • Ensuring the highest quality of workmanship and adherence to the Site Quality Plan by all within-the-discipline subcontractors and/or self-performance installation works.
  • Ensuring that all defined packages within the discipline are ready for Turnover to Commissioning in accordance with the schedule or earlier.
  • Take action to ensure all punch list open items are cleared and to support the commissioning team.
  • Closely monitor all activities, which could have harmful effects on the environment.
  • Take action where necessary to ensure that all subcontractors or any self-performance work force maintain all work areas in a safe and clean condition and all installed materials are adequately preserved and protected.
  • Implementation within the discipline’s scope of work GE’s EHS policy and site specific EHS plans and provide co-workers with information about hazards, risks and risk mitigation measures applicable to the site.
  • Implementation of the necessary EHS procedures within the scope of the discipline works to include preparation of method statements, risk analyses, safety walks, toolbox talks etc.
  • Ensuring within the scope of the discipline works that subcontractors are in compliance with the EHS requirements at the site.
  • Ensure proper and adequate adherence to the I&TP in terms of hold and witness points.
  • Ensure proper adherence to the I&TPL and the accurate recording of activities, steps and measurements on test protocols.
  • Ensure all signatories to any quality documentation are properly authorised to do so.
  • To provide overall assessment & assurance of Quality of installations within the discipline; to be achieved by regular Quality & Inspection Walk-Downs.
  • Monitor & ensure adequate recording of installation progress within the scope of the discipline works.
  • Proactively review installation progress against agreed STS schedules and where slippage occurs, plan mitigation measures to recover progress.
  • Creation of detailed plans and sub-schedules to ensure all works within the discipline is completed in accordance with the overall schedule.
  • Ensure that all extra-works (VOs, FWOs) that will be ordered to a subcontractor are priced in accordance with the subcontract provisions for lumps sum, re-measurable and time and materials cost elements.
  • Where works are performed on a time and material base, ensure that the manpower allocated are properly supervised, accounted for and the time sheets signed on a daily basis as authorised by the discipline Construction Manager. All materials and consumables used in the performance of extra works must be properly controlled and accounted for before acceptance of such charges.
  • Monitor & ensure the creation of as-built (Record) documentation within the scope of the discipline works.

Managerial (Budget / Administration / People)

  • Actively manage all subordinate personnel, subcontractors and/or self performance installation work force to optimise the execution of the scope of the discipline works.
  • Provide to Lead Supervisor or Construction Manager all necessary input and support in a timely manner for the preparation of required reports.
  • Maintaining all records of installation progress within the scope of the discipline works.
  • Maintaining all quality records within the scope of the discipline works.
  • Managing and maintaining the creation of “Red Correx” (as built) documentation within the scope of the discipline works.
  • Managing and facilitating the Turn-Over-Packages for commissioning within the discipline works.
  • Maintain a comprehensive and detailed logbook of all relevant events (including final Field Service Report).
  • Ensure that all subcontract works performed through extra works orders (FWO) are properly supervised and that all extra works costs are minimised wherever possible.
  • Assist with and provide input for the Construction Monitoring System (CMS).
  • Monitor & ensure that the subcontractor’s works are completed on time and within budget.
  • Ensure that the Self Performance works are completed on time and within budget.
  • Where works are performed on a time and material basis monitor and manage the productivity of the labour, ensuring that all time sheets are verified and signed on a daily basis. Audit and ensure that all persons charged through time and materials have in fact been tasked with, and have worked on, the subject matter of the VO or FWO.
  • Control and approve timesheets of subordinated personnel as authorised by the Construction Manager and where applicable all subcontractor or self-performance installation personnel.

Functional/transverse (optional)

  • Efficient, complete and comprehensive turnover of erected systems to commissioning.
  • Thoroughly investigate and mitigate within the scope of the discipline works all variances, deviations, non-conformances, extra works, non-budgeted costs etc. in conjunction with the Lead Supervisor or Construction Manager and other site management staff as necessary to eliminate or minimise the cost impact to GE.
  • Identify and raise topics for reference to Erection Technology in respective regional office.
  • Coordination with the Construction Manager, other discipline Construction Managers and Lead- / Supervisors on all issues affecting the scope of the discipline works and interfaces with other works.

Specific Functional/Technical authority

  • To define and receive infrastructure, tools and equipment and resources to execute the discipline scope of works.
  • To review and accept or reject any documentation for the discipline scope of works.
  • To suspend works proceeding in a non-compliant or dangerous manner.
  • To issue binding instructions or countermand subordinate instructions regarding the scope of works while being cognisant of any cost and schedule impacts.
  • Identify to the Lead Supervisor or Construction Manager any subordinate personnel performing poorly with respect to EHS, work performance or quality.
  • To identify Quality deficiencies on all areas & systems within the discipline and to notify the CM accordingly.
  • To apply dismissal of any poor performing GE’s and/or Subcontractor’s site installation team member.

Technical Know-How – required for the position (mandatory requirement)

  • Experience in site construction execution for Piping Works
  • General knowledge of power plant systems and thorough knowledge within the Piping domain
  • Understanding of ASME B31.1, Section 1, Section VIII
  • Knowledge of Piping Arrangement, Hangers and supports
  • Knowledge of different steels and their heat treatment
  • Knowledge of Flushing and Pressure Test
  • Knowledge of Painting and insulation
  • Cost awareness, good feel for trade-offs and compromises, understanding of the contract
  • Awareness of construction codes and standards (ASME/ASTM/PE etc.)
  • Working experience in at least TWO HRSG installations is preferred

Required Qualifications

  • This role requires basic experience in the Piping installation exp at site & Piping Construction. This is site based role.
  • Knowledge level is comparable to a Bachelor’s/Diploma degree from an accredited university or college in Mechanical engineering
  • 6-8 years of experience in Power Plant Project.
