Employees who are Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS; the salary range noted above reflects base salary only.

We are currently seeking a Multilingual Education Strategic Advisor (Operations & Policy Analyst 4) in the Office of Teaching, Learning and Assessment (OTLA). This is brand new exciting role in the Standards & Instructional Support unit, full-time, in management service, and is scheduled to end June 30, 2022. However, it may be extended upon continued funding approval.

What You Will Do

!

As our Multilingual Strategic Advisor, you will serve as a senior strategic advisor to the Director of the Standards and Instructional Support (SIS) team in OTLA and work with agency leadership to support the implementation of multilingual pathways for K-12, including developing frameworks, policies, administrative rules, and guidance.

On a regular basis, you will work with staff from across all teams within OTLA as well as staff from other offices within the agency. A core function of your role will be to ensure the agency is calibrated in an understanding of evidence-based, culturally and linguistically responsive approaches to serving multilingual learners and immigrant students.

A Day In The Life
  • Create and foster coherence for multilingual education pathways. This includes working directly with senior management across the Department and with partner agencies and organizations to facilitate collaboration
  • Interpret, develop, and implement policies, procedures, and rules with an emphasis on multilingual education and English Learners
  • Define system requirements of how best to implement multilingual programming by working with partners from different state agencies and districts who are already effectively implementing robust programs
  • Recommend a process to improve upon existing bilingual and dual immersion program structures
  • Recommend operating policy and procedures and implementation strategy to bring into effect system enhancements for multilingual education

What are we looking for?

A Bachelor’s Degree in Education, Spanish, Linguistics, Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:
  • Experience with leading efforts to improve schools or school districts with a goal of increasing academic achievement for students
  • Demonstrated fluency and strong positive, professional, and comprehensive writing and speaking skills in English and Spanish
  • Experience in research, analysis, evaluation, and development of evidence-based policy and practices.
  • Knowledge of Oregon’s P-20 education policy issues
  • Experience with policy development, implementation, and legislative protocols and processes
  • Experience managing projects with multiple stakeholders
  • Ability to solicit and value diverse viewpoints
  • Experience in large and small group facilitation
  • Experience developing, consulting, or supporting teams to effectively work with districts to advance family and community engagement, equity and culturally sustaining education, and/or continuous improvement efforts
  • Experience developing and executing co-constructed processes and practices
  • Outstanding interpersonal and employee coaching skills
  • Ability to organize, prioritize and complete a variety of simultaneous tasks
  • Experience working with culturally and individually diverse groups, including sovereign nations
  • Excellent communication and interpersonal skills, both verbal and written, including the ability to make connections across differences, build rapport, understand what motivates people, and communicate in a way that connects with diverse motivations
  • Ability to manage and make progress on multiple collaborative projects simultaneously
