Basic Function

• The primary role of the Sourcing TL is sourcing of commodities like IT, Facilities, Professional Services etc.
• Ensure that the process transactions are processed as per Desktop procedures (L3 & L4).
• Ensure that the assigned targets are met in accordance with SLA and Internal standards.
• Ensure that the quality of transaction is in compliance with predefined parameters as defined by Process Excellence.
• Ensure adherence to established attendance schedules.

Essential Functions

• 
  Work with the internal customers to ensure their business requirements are driven using effective sourcing strategies while working with stake holders, internal departments and U.S. suppliers.
• Utilize U.S. market analysis to identify industry best practices and incorporate them into the sourcing strategy.
• Implement programs to shift demand to new suppliers and/or new processes.
• Identify sourcing opportunities through use of reporting tools and leveraging internal customer relationships.
• Independently drive and manage Sourcing activities including, but not limited to RFx activities (RFP, RFQ & RFI) , spend analysis, benchmarking, Negotiations, and support through out the sourcing process.
• Collaboratively with internal customer, develop bidders lists for sourcing events
• Coordinate vendor interface for MetLife before, during, and after competitive bidding.
• Maintain vendor relationships and stay abreast of market trends, including identifying opportunities, issues, market conditions and economic indicators for assigned commodities or vendors
• Plan actions to obtain cost reductions and process improvements through sourcing events and supplier management.
• Create opportunities for minority and women-owned business enterprises in assigned sourcing events.
• Lead efforts with MetLife customers to encourage competitive bidding

Any other essential function that may occur from time to time as directed by the Supervisor.

Primary Internal Interactions

• 
  Manager for the purpose of reporting performance, escalation handling, clarifying concerns and seeking feedback and support.
• US Procurement personnel and Management for the purposes of coordinating the appropriate customer deliverables, reporting on activity progress, and coordinating strategy discussions.
• SDL for the purpose of settling issues left unresolved by the Manager and monthly evaluation of performance.
• Manager for the purpose of seeking cooperation & clarification on process-related matters & providing assistance and support when required.
• Subject Matter Expert for the purpose of work thread related issues and escalated transactions.
• QCA for the purpose of feedback and audit
• Trainers for the purpose of Pre-process and Process training.

Primary External Interactions

• 
  SME / Trainers at the client end for training.
• Inter department co-ordination (Voice interaction) within MetLife.

• 
  Good working knowledge of MS Word, Excel and PowerPoint.
• Knowledge of the U.S. marketplace for key commodities (ie. IT related products and services, Labor & Consulting etc)

Process Specific Skills

• 
  Should be able to develop sourcing strategies and negotiation strategies for assigned services and commodities
• Identifying sourcing objectives and anticipated end state, predict results that will realize cost reductions, quality improvements and process changes
• Determine needs of internal customer / line of business, and incorporate that information into the appropriate statements of work to support competitive bidding and contract completion.
• Request for response on value-based requests for proposals.
• Coordinate proposals evaluation and selection of vendors.
• Ensure contracts include appropriate vendor performance requirements, key performance measures, vendor reporting requirements, and service level requirements.
• Has working knowledge of US contract law, and have the ability to coordinate with Legal and internal customers to develop contracts and master service agreements.
• Negotiation of contract changes and extensions.
• Ability to lead multiple large strategic sourcing events concurrently.
• Strong supplier management skills.
• Strong negotiating, persuasion & influence skills
• Cross-functional team leadership, including experience in establishing and managing project schedules to ensure sourcing events are completed on schedule.

• Ability to Facilitate and drive the sourcing process from project initiation through contract completion.
• Utilize e-procurement & e-sourcing tools to develop RFI’s, RFP’s, and reverse auctions.
• Ability to establish appropriate contractual terms and conditions.
• Obtain and calculate cost savings
• Ability to influence customers to Obtain buy-in from impacted LOB
• Keep major stakeholders informed as to process timelines and expected results
• Communicate Finance Policy, Procurement Policy and processes to internal customers and to vendors, and apply these policies to sourcing activities.
• Able to identify and respond to obstacles and/or challenges
• Ability to discern best practice procurement strategy, and a plan to incorporate it for each specified commodity
• Ability to persuade management on procurement strategy
• Provide auditable contract file for all contracts in the electronic sourcing application

Education Requirements

Graduate or Diploma holders with at least 15 years of education

• 
  5-7 years of RELEVANT working experience in procurement sourcing, with a preference for specific commodity experience as required.
• Consideration also given to individuals with significant technical experience in the fields of Consulting, IT, Facilities & Property management, Marketing and Advertising.
• Experience in developing multi-million dollar contracts
• Cross-functional team leadership
• Experience in supplier management and contract compliance.
