Job Purpose
The senior health officer will provide public health and/or health in emergencies support to the emergency operation of the IFRC Country Cluster delegation in Delhi to strengthen the efficiency and effectiveness of delivered health services to the affected population, and to recommend or implement health interventions in response to the evolving COVID-19 situation.
Job Duties & Responsibilities 1
Specific tasks for Operational Support include: • Support the IFRC Country Cluster delegation in Delhi, with a detailed analysis of epidemiological data on the COVID-19 pandemic in target countries and formulate recommendation. • Initiate and maintain regular communication with National Societies focal persons and support them in planning and implementation of activities based on an ever-changing situation. • Develop information bulletins and regular updates as agreed with Technical Line Manager and Line manager and Operations Coordinator. • Work closely with the APRO Health team to ensure smooth exchange of information and standardized of technical content for dissemination. • Support IFRC Country Cluster delegation in Delhi for the development of the EPoA with the Emergency Health components, in partnership with the NSs and Emergency Health team and other relevant sectors including WASH, CEA, PGI, Shelter. Advise and provide oversight in the planning, implementation and management of the health components of NS emergency response and recovery programmes supported and coordinated by the Federation, ensuring that these are accordingly to agreed standards. • Support the adaptation of health messages and tools to local context in close coordination with National Societies. • Act as technical reference point for NS and health team especially in the area, but not limited to public health, nutrition, clinical services, disease prevention, PSS and contingency planning • Work in close coordination with the NS counterpart(s), ensuring capacity building, coaching and mentoring • Support vaccination programme in target National Societies. • Promote, and where possible facilitate, the integration and mainstreaming of emergency health programme and initiatives into relevant NS programmes, as well as the co-ordination and co-operation between and among NS emergency health programmes and initiatives. • Contribute to ensure that COVID-19 programme implementation is managed through structured, updated work plans, spending plans, indicator tracking sheets and approved monitoring & evaluation tool • Support MHPSS programme in close coordination with Technical Line Manager and the MHPSS Collaborative in Hong Kong. • Support National Societies on training and capacity building in public health. • Coordinate closely with the Communication focal point to ensure accurate and timely dissemination of media material. • Update the line Manager on priorities, progress, challenges and solutions on a regular basis. • Work together with logistic team to ensure quality and distribution of medical consumable are in accordance with agreed IFRC and government standards. • Work with other sectors and colleagues to ensure appropriate contingency plans and COVID-19 safe planning for response to disasters. • Work with the Staff Health Officer, Kuala Lumpur to ensure appropriate measures for staff and volunteer health and wellbeing are in place. • Be open to travel among the South Asia countries if conditions and regulations permits. • Represent IFRC as required with in close coordination with National Societies in meetings with MoH, WHO, UNICEF and other external partners in epidemic and pandemic preparedness and response. • Any other duties required to support and improve health programming and implementation.
Education
Required- Medical / other health-related degree or equivalent professional experience Preferred- Post-graduate education in public health Preferred- Diploma or training in tropical medicine, infectious diseases control, nutrition in emergencies, or humanitarian assistance
Experience
Required- At least three years of experience in managing emergency health programmes and interventions. Required- At least five years’ programme management experience in an international humanitarian organisation Required- Experience in counterpart support and mentoring. Preferred- Programme management experience within the Red Cross/Red Crescent system, preferably in an emergency response setting Required- Experience in coordination with humanitarian health partners
Knowledge, Skills and Language
Preferred- Extensive knowledge of the Federation’s health ( including Community based Health and First Aid and other health packages (ECV, CBS, PFA, CEA,…)) and disaster management objectives, mandate and programme orientation, as well as emergency health and disaster management system, tools and mechanisms. Required-Experience in financial management including budgeting. Required- Experience in writing project proposals and project reporting Required- Good training and facilitation skills Self-supporting in computers: word processing, spreadsheets and presentations Required-Good knowledge of the AP region Required-Fluently spoken and written English
