Lead Buyer - S&I


Alstom has established a strong presence in India. Currently, the company is executing metro projects in several Indian cities including Chennai, Kochi and Lucknow where it is supplying Rolling Stock manufactured out its state of the art facility at SriCity in Andhra Pradesh. In the Mainline space, Alstom is executing Signaling & Power Supply Systems for the 343 Km. section on World Bank funded Eastern Dedicated Freight Corridor. Phase 1 in the construction of the new electric locomotive factory for manufacturing and supply of 800 units of 12000HP locomotives is also complete at Madhepura, Bihar while the depot at Saharanpur, Uttar Pradesh is ready to commence operation. Alstom has set up an Engineering Centre of Excellence in Bengaluru, and this coupled with a strong manufacturing base as well as localized supply chains, is uniquely positioned to serve customers across the globe. OVERALL PURPOSE OF THE ROLE:

To collaborate with the Project, Engineering, Sourcing, Supplier Quality and ensure smooth delivery of the products at the Customer end. Secure those suppliers QCD performances are in line with objectives for defined project(s). Work package owner for the project & Main interface between project & sourcing.


RESPONSIBILITIES:

Manage the sourcing activity of the Project

  • Ensure that the overall QCD target of the WP material under his responsibility is met
  • Participate to the project management committee
  • Encompass PSCL output in the overall picture of the project (availability of the purchaser requests on time and on quality for take-over by the buyers, availability of the material for the 1st train, consolidation of the logistic conditions)

Communication

  • Organize launch meeting toward TSS and Dom
  • Challenge new gaps compared to tender commitments, incorporates Return on Experience, escalate if any critical delay is occurring in specification availability, facilitates co-operation between Engineering and Sourcing, ask for arbitration in case of conflict
  • Publish the specific legal requirements to be taken into account in negotiation, after analysis of the customer specific demand and after decision with the PM to flow down (or not) these requirements to the

Define and implement the Project Sourcing Strategy in full respect of QCD commitments:

  • Establish and agree with the PM on a Project Sourcing Strategy (if not done at Tender stage), in line Platform Sourcing strategy (panel, LCC objectives, dual sources...)
  • Animates supplier selection through Business Award process, asks for arbitration when relevant

Based on SSM, buyer, SPQD output, supervises contracts execution of selected suppliers until FAI milestone


Manage the Material Work Package

  • Review periodically the QCD material scope (Work packages) with the stakeholders, establish a robust “at completion” vision, taken into account risks, ambitions and incertitude’s
  • Establish bridge analysis at each SPR cycle
  • Engage the claim process for the CONQ S2 incidents

Leads cost improvement plans

  • Challenge stakeholders (project, engineering, TSS, buyers,...) to allow collection of cost optimization proposals in addition of the plan of the Project Sourcing Strategy
  • Ensures actions are documented and saving calculated in a total cost of ownership base
  • Organize decision over the proposed actions and allow arbitration at PM level if any conflict or at Platform level if any conflict is persisting on major opportunities

Report / KPI

  • Prepares PM/SSD Review based on standards KPIs
  • Organize SPR preparation and request validation to PlSD

At significant project progress (SPR3), formalize return of Experience to the Reference Library and further Tenders

Qualifications & Skills:


  • Prior experience of 8 to 10 years.
  • Advanced Microsoft Excel and PowerPoint skills. Working knowledge of Business tools.
  • Highest standards of accuracy and precision; highly organized.
  • Articulate with excellent verbal and written communication skills (English mandatory, French and regional Indian/ Asian languages added advantage)
  • Self-driven and work with limited supervision

EDUCATION


  • BE / B.Tech – Mechanical or Electrical engineering
  • MBA in Supply Chain / Procurement will be an added advantage.
