System Transformation and Rejuvenation (STAR) Education, Manipur is a program envisioned by the State Government leadership to transform existing Government schools across the state serving the secondary and primary student population across the state of Manipur. As part of the School Fagathansi Mission of the Government of Manipur, STAR will introduce innovative technology and a data-driven platform, coupled with high quality learning materials, effective training and ongoing coaching for teachers and school head masters, and technology-enabled support teams to create 360-degree support for learning outcomes. STAR will not only position Manipur as one of the first states across India to implement the National Education Policy 2020, but will also be one of India’s first movement for social justice pioneered by audacious and reform minded political leaders. STAR will ensure that regardless of a child’s location of birth or the income or education levels of their parents, that all children of Manipur have the opportunity to reach their full potential. STAR will be a milestone for India’s education reform movement demonstrating that radical transformation and impact is possible at large scale.

The Finance Department at NewGlobe partners with country and global leadership to achieve financial sustainability of our operations and make our mission come true. We provide strategic partnership to global leadership and actionable feedback on our financial performance. We are continually focused on judicious use of resources whether for each one of our territories or for the entire organisation. Across our rapidly scaling multi-unit enterprise, we provide leadership to build a world-class financial organization. This includes the design and development of financial systems, policies, procedures (considering current and fast-growing high-volume transactions, teams, numbers of geographically distributed business units) and provision of shared services for financial operations by a centralized team specializing in Accounting, Accounts Payable, Payroll, Treasury and Financial Planning & Analysis.

About The Role

The Regional Director, Finance holds a critically important role as the executive leading all Finance activities for a Company that is scaling at an unprecedented rate. The role holder will provide financial leadership in the region critical to the Company’s success.

The Regional Director, Finance is also able to dive deep into details and think at the ground level. He/she should be able to play offense as a business and systems thinker - scalability of platform, improvements to unit economic and scaling model, global shared services - as well as defence - dealing with leakage, fraud prevention, and air-tight controls in challenging operating environments. The Regional Director, Finance will report directly to the Chief Finance Officer as well as the Managing Director, Manipur and is a core member of the leadership team.

What You Will Do

The three pillars of the role are: cash management, controllership and partnership.

• Cash management. Cash is king and you will be expected to master the process of collecting from our government partners. You must know the process inside and out and be able to deliver the results needed to fund the operations of our important mission. This also includes managing cash outflows and transfers to / from the parent.
• Controllership. You will ensure the highest degree of accuracy in financial reporting and compliance with all regulations including tax. You will know your business better than anyone else. You will demonstrate a mastery of the financials and associated analytics for your region. You will strive for continuous improvement.
• Partnership. You will be a trusted partner to both the Group Managing Director and the CFO. You will be a critical voice in key decision making and will have many opportunities for increased responsibility by delivering results. You will lead the budgeting and forecasting process for your region and will be responsible for delivering insightful analysis to leaders region wide.
  
  

You will also:

• Develop financial and non-financial key performance indicators and the appropriate reporting to assess financial and operational performance across the region.
• Ensure that systems and controls are in place to minimize and mitigate risk of fraud/leakage, as well as proactively audit key functions and accounts.
• Support business expansion strategies by forecasting and assessing the financial impact of key decisions.
• Maintain budgetary oversight within the region; work closely with Managers and Senior Executives / MDs of programmes, on budgeting and forecast processes.
• Manage the external audit process for financial statements; ensure that the Company is in compliance with internal policies and relevant tax and other regulations.
• Lead cash and risk management - manage banking relationships, cash flow forecasting, working capital, etc.
• Lead the department in recruiting and retaining top staff; manage the development of staff through performance management processes.
  
  

What You Should Have

• At least 10 years of experience within finance/ corporate finance, including experience as Finance Director/VP Finance
• Deep experience leading and managing the financial operations and strategy for a Company with hyper growth and complex challenges across a broad scope of work
• Degree in a business/finance related field – e.g. accounting, MBA with a record of top academic performance from a top-tier elite institution
• Strong background in financial management (systems) with a thorough understanding of financial regulations
• Experience leading Finance for fast-growth, rapidly-scaling companies strongly preferred

• Success operating in environments with high risk of fraud and leakage, particularly in emerging markets.
